PBCGME Moonlighting Policy:
MOONLIGHTING DIRECTIVES
The Residency Programs at PBCGME are full time employment commitments that challenge the resident to grow and mature in medical knowledge, clinical experience, and personal skills that are necessary for the capable practice of primary care medicine.
While off hours moonlighting employment may present the resident with opportunities for financial gain and to test his/her medical skills, during the years of postgraduate medical education, it is the resident's responsibility to devote their full efforts to the program.
The added constraints of the AOA Work-Hours Rule limit anytime that may be available for moonlighting. Accordingly, it is the policy of PBCGME to discourage moonlighting.
At no time may moonlighting activities conflict with or diminish the resident's responsibilities to the residency
program. Outside employment (moonlighting) by residents may be done only with approval of the Program Director who will assure that no conflicts exist with the program requirements. Approval further requires the endorsement of the DME and Regional DME.
While still a privilege, in order to maintain competency skills, moonlighting will be allowed for Dermatology fellows, board-certified in primary care, who are performing well in the Dermatology program. Consideration will also be given to residents who enter a PBCGME residency with prior training, who wish to maintain their competencies.
In the rare case where Moonlighting is approved, the following guidelines will be strictly enforced relative to Moonlighting:
- No resident may moonlight from 7 a.m. to 5 p.m. Monday through Friday.
- Moonlighting hours must be included in the duty hour totals.
- The resident wishing to moonlight must be in good standing within the residency program.
- The resident cannot moonlight in any activity that he also performs as part of his residency
- All residency requirements, institutional requirements, logs, evaluations, and medical records must be up-to-date.
- No resident may moonlight while "on call."
- No resident may moonlight within nine (9) hours of beginning "duty." Duty commences at 7 a.m. Monday through Friday.
- No resident may pursue moonlighting activity that will represent the program in a negative fashion.
- The DME/Program Director may limit an individual residents moonlighting activity if the DME/Program Director thinks the residents activities are interfering with the residents learning or responsibilities.
- First year Residents are asked not to moonlight during the first two (2) months, as they become oriented to the program.
- While moonlighting, residents are not covered by the professional liability insurance of the program. Residents need to obtain proper part-time malpractice insurance before she/he starts to work. The Residency Program's insurance coverage does not extend beyond the duties of the Resident.
- The requirements of the Residency Program superseded any moonlighting commitments.
- The appropriate forms must be completed and approved by the Residency Director before the Resident can start to moonlight.
- Moonlighting will be limited to no more than 24hours per week.
- Residents must notify the Program Director 30 days before accepting any moonlighting position.
- Resident should not work more than 24 consecutive hours.
- Any interference with Residency duties due to moonlighting will result in suspension of moonlighting privileges.
- First-year residents are NOT permitted to moonlight.
- A Program Director may elect to prohibit all residents in a given program from moonlighting, if in the best academic interests of the Program.
- These guidelines maybe changed or amended at the discretion of the program director.
- Any other criteria established by the institution, program, DME, Program Director or OPTI must be satisfied.
- Exceptions to the above guidelines can only be made by the program director
